Purpose of SOLAS Chapter II-2

Main subject

Chapter II-2 covers fire protection, fire detection and fire extinction. It is the main SOLAS chapter for shipboard fire safety design and operational control.

Core objective

Prevent fire and explosion, reduce risk to life, reduce damage to the ship / cargo / environment, and contain, detect and extinguish fire in the space of origin.

Escape principle

A key purpose is to preserve adequate and safe escape routes so people can survive and evacuate a fire-affected area.

FSS Code link

SOLAS II-2 gives the regulatory requirement. The FSS Code provides the technical engineering specifications for many of the systems required by the chapter.

Do not confuse the chapter with the FSS Code. A safe oral phrase is: “SOLAS II-2 tells me what is required; the FSS Code tells me how many of those systems are engineered and specified.”

Section 4

Fire protection essentials: A, B and C class divisions

This is a high-value oral area. For A, B and C class divisions, avoid short answers such as “A is the strongest.” A stronger answer gives the construction, fire-test integrity, insulation temperature limits and practical inspection points.

A-class division

Formed by bulkheads and decks. Constructed of steel or equivalent material, suitably stiffened, and insulated as required. It must prevent the passage of smoke and flame to the end of the one-hour standard fire test.

B-class division

Formed by bulkheads, decks, ceilings or linings. Constructed of approved non-combustible materials. It must prevent passage of flame to the end of the first 30 minutes of the standard fire test.

C-class division

Constructed of approved non-combustible materials. It does not have the A/B class requirements for smoke/flame integrity or insulation temperature-rise performance.

B-class Approved non-combustible materials; formed by bulkheads, decks, ceilings or linings. Prevents passage of flame to the end of the first half hour of the standard fire test. Average unexposed side rise ≤ 140°C; any point ≤ 225°C during the rated period: B-0 or B-15.
C-class Approved non-combustible materials. No A/B smoke or flame integrity requirement. No A/B insulation temperature-rise rating.

What does A-60 mean?

A-60 is not a door-closing time. It means an A-class division maintains its integrity in the standard fire test and its insulation keeps the unexposed side within the required temperature-rise limits for 60 minutes.

What does B-15 mean?

B-15 means a B-class division prevents flame passage for the standard B-class integrity requirement and maintains the B-class insulation temperature-rise limits for 15 minutes.

Main vertical fire zone

A main vertical zone is a section of the hull, superstructure or deckhouse divided by A-class divisions. Its purpose is to prevent or limit the horizontal spread of smoke and flames, supporting containment, escape and firefighting control.

Doors and penetrations

  • Doors in fire boundaries must preserve the fire integrity of the division.
  • Fire doors must self-close / latch correctly where required and must not be wedged open.
  • Cable and pipe penetrations must be properly approved and sealed.
  • Bad penetrations defeat the fire boundary even if the steel bulkhead is intact.
Common mistake: do not call every fire boundary A-60. State the correct class and rating only where it is required by the fire integrity tables and approved drawings.

Fixed system focus: CO₂, water mist and emergency fire pump

CO₂ total flooding

  • Evacuate and account for all personnel
  • Stop fans and close dampers
  • Shut fuel and machinery as appropriate
  • Seal the space
  • Release only under proper authority

Key CO₂ facts

  • Main extinguishing principle: oxygen displacement / smothering
  • Machinery-space discharge performance: 85% within 2 minutes
  • Re-entry must be controlled with BA and atmosphere checks

Water mist / Hi-Fog

Fine droplets provide rapid cooling and suppression. Good oral answers explain the principle rather than claiming it solves every scenario automatically.

Emergency fire pump

Located outside the main machinery-space fire risk so firefighting water can still be supplied if the engine room fire disables the main pumps.

Capacity point

A common teaching point is that the emergency fire pump is at least 40% of the total required fire pump capacity, subject to the vessel’s approved arrangement.

Portable extinguisher quick guide

First-choice associations

  • Water – Class A combustibles
  • CO₂ – live electrical equipment
  • Wet chemical – cooking oil / Class F
  • Dry powder – rapid knock-down and chain reaction interruption

Good oral caution

Always mention the nature of the fire, the safety of the operator, and any limitation of the medium. Example: CO₂ leaves no residue but gives very little cooling, so re-ignition is possible.

Electrical cabinet

First choice is usually CO₂ because it is non-conductive and clean.

Galley fryer

Use wet chemical for cooking oil fires because it cools and saponifies the surface.

Ordinary combustibles

Use water for Class A materials such as wood, cloth and paper where appropriate.

Section 7

Operational readiness, maintenance and drills

SOLAS fire compliance is not only about equipment being installed. Regulation 14 and Regulation 15 push candidates to talk about operational readiness, maintenance, instructions and drills.

1Keep systems maintained and in ready condition.

3Record tests, defects, impairments and restoration.
4Escalate if a system is unavailable or impaired.

  • Fire doors free and working
  • Vent closures and remote stops operable
  • Fire pumps, hydrants and hoses ready
  • CO₂ room / release arrangements secure and healthy
  • Detection system indicators normal

Impairment thinking

If a system is isolated or impaired, you should discuss risk control, logging, temporary precautions, crew brief and restoration plan. Dry dock CO₂ isolation is a good example of this thinking.

Common mistakes

  • Confusing SOLAS II-2 with the FSS Code
  • Calling every fire boundary A-60
